Character Inactive or Suspended?

I know that this can only be done by the creator of the character, but what do 'Inactive' and Suspended' mean? Of course, inactive means not active, but is there anything else to it? I'm just a little confused...

I think suspended means the person will no longer be playing that character.

Ah, I see. When I suspended my characters and locked the topic, I was basically deleting it. :3 I never used them, so yeah.
