Can we have an announcements?

Well obviously, this is about announcements. I thik we should have na annoncments tab-one for admin, moderators, normal.

Only mods and admins can make actual announcements and sticky topics...

i mean normal as in "Its my birthday!" like, not mods and admins can do dat
